The Hawk appears to be not fully integrated with Universe radio.
So there's two way's to go about it in it's current form.
Either you launch the universe external radio application.
This will allow you to manually select Victor channels only.
Or you run the Hawk as implemented which means.
The uniform radio work's.
You can dial in frequency's or select guard and transmit on 243.000
The preset's do not work however.
The victor radio is limited to two hard-coded frequency's. (it does not matter what you dial in)
T/R = 123.500
GUARD = 121.500
Now when I tested this It's possible to launch the external radio whilst airborne, so you can theoretically switch between the different setups.
Thou for ease of use I would recommend Hawk users to use the external radio application.
Note that this testing was made without actually talking to someone
